Skitara Louise Ticole Diblin, 35 of Rome, was arrested at Ashland Park after reports said she was found intoxicated in public while using obscene and vulgar language.
The incident occurred just after 4 am Saturday morning.
Dublin is charged with public drunk and disorderly conduct.
