Kaven Jemiah Hicks, 21 of Rome, was arrested on numerous charges after a police chase, which involved a hit and run on Shorter Avenue.
Officers said that Hicks was stopped for talking on his cellphone. After stopping, a passenger in the vehicle fled the scene on foot.
It was then Hicks attempted to flee the scene in his vehicle, which saw him striking another car. He was later found at his home.
Officers went on to say that the passenger was also later found and was in possession of backpack containing a large amount of marijuana.
Hicks is charged with possession of a schedule I controlled substance, possession/distribution of marijuana, tampering with evidence, obstruction, distracted hands free law violation, failure to yield the right of way and hit and run.
