James Harrison Archer II, 42 of Silver Creek, was arrested this week after police said he followed a woman over town and masturbated while watching her in front of numerous witnesses.
Reports stated that the first incident occurred on May 21, 2019 when Archer was spotted sitting at a red-light at the Armuchee connector masturbating while watching the female.
Then on July 27, he was observed doing the act while stopped at a red-light on N 2nd and Shorter Avenue. That same day he followed a woman to her job at Hardees at Six Mile and began to masturbate while watching her work.
The next day he went back to the same Hardees and was observed masturbating behind a bush while watching the victim work.
Archer is charged with four counts public indecency and stalking.
