Clyde Eugene Knowles, 52 of Rome, was arrested this week after reports said he grabbed a woman by the hair and arms while attempting to take away her camera.
Reports said that the victim was recording him when the incident took place at his home on Birchfield Drive.
Knowles is charged with simple battery.
