Justin Thomas, 31 of Rome, was arrested this week after reports said he hit a 26 year-old woman and her small child who was trying to protect her.
Police stated that Thomas struck the female in the face before beginning to choke her. They added that when the child came to protect his mother, Thomas struck him as well.
The incident occurred at a hoe on High Bluff Road.
Thomas is charged with simple battery and cruelty to children.
