Russell Ty Emmett Norris, 21 of Cave Spring, was arrested this week after reports said he threw a cellphone at a woman, striking her in the back of the head.
Reports added that the victim suffered a laceration.
The incident occurred at a home on Padlock Mountain Road last May.
Norris is charged with simple battery.
