Joshua Lewis Owens, 30 of Kingston , was booked into the Floyd County Jail after reports said he used a cellphone to arrange a drug deal involving methamphetamine.
Police said that the incident occurred back in July 2019.
Owens is charged with use of communication facility in commission of a felony and attempt to conspire to violate Georgia controlled substance act.
