Belinda Fay Pilcher, 49 of Rome, was arrested this week after reports said she grabbed another woman by the hair and began to punch her in the back of the head.
The victim told authorities that Pilcher threatened to kill her if she called 911 before grabbing her phone and dropping it on the ground.
Pilcher is charged with simple battery, terroristic threats and acts and obstruction of a person making a 911 call.
