Justin Roosevelt Henry, 33 of Rome, was arrested this week after reports said he exposed himself while at the intersection of South Broad and Myrtle Street.
Reports said that when officers arrived they located Henry partially nude. He proceeded to resist arrest before finally being handcuffed.
After arriving at the jail he was found to have been in possession of marijuana.
Henry is charged with felony crossing state guard lines with drugs, misdemeanor marijuana possession, public indecency and willful obstruction of law enforcement officers.
