Michael Terrance Heath, 39 of Rome, was arrested at his home on Perkins Street after police said he allegedly grabbed a woman by the throat and then prevented her from leaving the location.
The incident occurred in front of a small child while at a home on Perkins Street
Heath is charged with aggravated assault, false imprisonment, and cruelty to children in the third degree.
