Cody Lee Barron, 29 of Silver Creek, was arrested this week after he was allegedly found peeping into home windows around Cordle and Monroe Drives.
Reports said that Barron would run away any time he was spotted.
When police saw Barron he again attempted to flee from officers. He was captured after a short chase.
Barron is charged with prowling, parole violation and obstruction.
