Richard Dallas Smith Jr,36 of Rome, was arrested this week after reports said he was found standing on an AC unit at a home on Westdale Avenue.
Reports said that a pat down led police to find a narcotics pipe and a bag of methamphetamine.
Smith is charged with possession of meth and drug related objects.
