David Wayne Bannister,51 of Dallas , was arrested this week in Rome after police said he stole a car from a location on Shorter Avenue and Charlton Street.
After being taken into custody deputies said that they found a glass pipe with suspected meth on him at the Floyd County Jail.
Bannister is charged with theft by taking, theft by deception, possession of drug related objects and crossing guard line with drugs.
