Billy Gene Creamer III, 31 of Rome, was arrested this week after report said he hit a victim in the face in front of four children all under the age of 18 years.
Reports added that he also failed to report a residence change to his probation officer.
Creamer is charged with simple battery, four counts cruelty to children and probation violation.
