Tariq Rakim Zekiah Cooper, 20 of Rome, was arrested after police said they found him in an intoxicated condition slumped over on Nelm Street.
Reports said that while being asked questions Cooper did not make any sense when replying.
Police added that Cooper then attempted to run away from officers.
Cooper is charged with public drunk, obstruction and two counts probation violation.
