Frank Allard, 27 of Rome, was arrested this week after he was accused of burglarizing a home that was occupied on Fred Kelly Road.
When police arrived and took Allard into custody he was found to be in possession of a methamphetamine pipe with drug residue.
Allard is charged with burglary, possession of meth and possession of drug related objects.
