Ewell Lyedell Atwater Jr, 18 of Rome, was arrested this week after police said they found him sneaking around the Hop and Shop Liquor Store on Calhoun Avenue while wearing a black mask.
Reports stated that when police went to confront Atwater he fled the scene on foot.
Atwater is charged with loitering, wearing a mask to conceal identity and two counts obstruction of police.
