Jamel Malik Dublin, 19 of Rome, was arrested this week after police said he attempted to get rid of drugs when he tossed a bag of marijuana out of a window.
Police said that the crime occurred on Spring Creek Street at East 14th Street.
Dublin is charged with possession of marijuana and tampering with evidence.
