Thomas Rhodes Welborn, 27 of Rome, was arrested this week after police said they observed him smoking suspected heroin from aluminum foil on Maurice Culberson Drive.
Reports said that Welborn was in his car at Northwest Georgia Technical College while smoking.
Welborn is charged with possession of heroin and possession of a controlled substance near a public school.
