Matthew Austin Farrer, 18 of Rome, was arrested Wednesday after police said he “maliciously caused cruel and excessive physical pain” to a 13 year-old child when he hit him in the face.
Reports said that the child suffered a swollen eye and a concussion.
Reports added that the attack occurred on Sunday April 2, 2017.
Farrer is charged with battery and felony cruelty to children.
