Basilio Robles Hernandez, 33 of Rome, was arrested this week after he fell asleep on the sidewalk on Shorter Avenue.
Reports said that when police showed up Hernandez, who was intoxicated, became aggressive and began to threaten them.
Hernandez is charged with felony terroristic threats and acts, and public drunk.
