Michael Larry Kines Jr., 35 of Silver Creek, was arrested this week after he allegedly dumped car parts onto a street. Reports said that Kines tossed bumpers, tires, windshields and several other car parts along High Street in Rome Monday.
He is charged with felony illegal dumping of garbage and debris and probation violation.
