Edgar Vicente-Vicente, 47, and Jessica Soraida Rameriz-Mendez, 23, both of Rome, were arrested this week after reports said they were found having sexual intercourse in the parking lot of a church on Burnett Ferry Road.
Police added that Rameriz-Mendez refused to identify herself while being questioned.
Both are charged with public indecency.
Ramirez-Mendez is additionally charged with obstruction.
