Luis Armando Rivers-Ambris, 19 of Rome, was arrested this week after reports said he was found with liquid cannabis after being stopped for playing music loudly.
Reports added that Rivers-Ambris was also found to have been driving under the influence of drugs and in violation of his license class.
Rivers-Ambris is charged with DUI, possession of a schedule I controlled substance, loud music and driving in violation of class.
