Ricardo Ruiz Guzman, 33 of Rome, was arrested this week after reports said he punched his brother-in-law in the face before pulling a pocket knife on him.
Police added that Guzman used the pocket knife to cut the victim under his throat.
Guzman is charged with aggravated assault.
