Evelyn Michelle Moore, 47 of Rome, was arrested this week after reports said he starved a 5 year-old dog while tethering him to a tree in unsanitary conditions.
Officers said that the animal suffered severe emaciations as bones were easily visible. The animal was also allegedly suffering from a medical condition that Moore failed to get treatment for.
Moore is charged with aggravated cruelty to animals.
