Christopher John Porter, 39 of Rome, and Crystal Fox Cohen, 37 of Kingston, were jailed this week after reports said they stole electricity from Georgia Power.
Reports added that the couple reconnected disconnected service and proceeded to steal $1,200 at a home on Ireland Drive.
While taking the two into custody, officers found 16 animals living in unsanitary conditions with little to no food and water.
Both are charged with theft of service and sixteen counts of aggravated cruelty to animals.
