Christopher Jacob Boyett, 40 of Rome, was arrested this week after reports said he nearly starved a dog to death.
Police said that the animal was found without adequate food, water and in unsanitary conditions at a home on W Glover Street.
Boyett is charged with aggravated cruelty to animals.
