A homeless 56 year-old Rome man, James Edward Garrett Jr, was arrested this week after reports said he was found yelling and cursing while waving his arms while trying to open car vehicle doors.
One victim said that they were placed in fear of their safety due to Garrett’s actions while another said that he knocked on their car window before trying to open their door with them inside.
Garrett is charged with disorderly conduct.
