Christopher Eugene Scott, 39 of Fort Payne, was arrested at the Town Green in Rome after police said he used loud and abusive language toward others.
Police added that Scott was intoxicated at the time of his arrest.
Scott is charged with city drunkenness and city disorderly conduct.
