Keson Messiah Lovingood, 21 of Rome, was arrested this week after reports said he attempted to shoot and kill a 22 year-old woman on East 16th Street.
Police said that Lovingood pointed the gun at the victim and then started to fire at her.
Lovingood is also accused of telling his girlfriend that he was going to come back to her house and shoot it up.
A 2 year-old child witnessed the shooting.
Lovingood is charged with aggravated assault, terroristic threats and acts, pointing a gun at another and cruelty to children.
