A 37 year-old Rome woman, Ericka Dawn Otwell, was arrested for the second time in less than a week on animal cruelty charges.
Reports said that the latest case involves a black husky dog. The animal was allegedly left without adequate food, water and veterinary care. It was found tethered inside a fence without supervision at a home on Barker Road.
Police added that the animal was taken into custody back on October 17th where it received a BCS score of 2 out of 9.
Otwell is charged with aggravated cruelty to animals.
