Virgil Shawn Wiley, 49 of Cave Spring, turned himself into the Floyd County Jail this week after he was charged with animal cruelty.
Reports said that Wiley failed to provide proper food, water, and veterinary care for his dog.
Authorities went on to say that Wiley kept a soiled diaper on a dog for a long period of time before abandoning it on North Avenue.
A warrant stated that the dog suffered from an infection that caused damage to the dog.
Wiley is charged with aggravated cruelty to animals and cruelty to animals.
