Jaquavious Jaquail Carter, 22 of Cartersville, was jailed in Rome after reports said he stood in the sunroof of a car and discharged a firearm on East 14th Street.
Reports said that the shooting occurred just after noon on July 21st.
Authorities added that Carter, a convicted felon, is not allowed to possess a gun.
Carter is charged with possession of a firearm by a convicted felon and discharging a firearm near a public road.
