Carlos Escutia Cruz, 20 of Rome, was arrested at the Harvest Moon on Broad Street after reports said he was acting disorderly while drinking alcohol.
Reports said that Cruz acted in a manner that placed others in fear of their safety while illegally in possession of alcohol.
Cruz is charged with disorderly conduct and underage possession of alcohol.
