Jessica Ellanise Smith, 18 of Cartersville, was arrested in Rome after reports said she was clocked driving at speeds of 102 mph with five children who were not restrained in her car.
Smith was taken into custody on Cartersville Highway.
She is charged with reckless driving speeding and five counts child safety seat violation.
