George Hayden Swanson, 56 of Rome, was arrested this week after reports said he yelled and screamed profanities while in a public place.
Officers went on to state that Swanson continually refused to place his hands behind his back despite numerous commands to do so.
The incident occurred at a location on West 8th Street.
Swanson is charged with disorderly conduct and obstruction.
