Letonio Christopher Allen, 28 of Rome, was arrested this week after he allegedly displayed his penis for everyone to see at a location on North Broad Street.
Police said that while being placed under arrest they found him to be in possession of synthetic marijuana.
Allen is charged with public indecency and possession of synthetic marijuana.
