Richard Brown is seeking $300 million and the return of his child from four different civil suits in Bartow County Superior Court. Civil actions have been filed against the Bartow County Sheriff’s Office, Bartow County Jail’s medical ward, Cartersville Police Department, and the Division of Family and Children Services and Bartow County Juvenile Court.

Brown has sought $100 million from BCSO for the improper use of emergency response during a crisis, tampering with evidence and failure to investigate during a burglary. He said that the infractions violated his First, Third, Eighth and Ninth Amendment rights.

He is seeking $100 million from the jail’s medical ward for damages due to neglect while incarcerated in 2011. Brown alleges mental damage and pain and suffering due to medical malpractice and failure to act during an emergency.

Additionally Brown is seeking $100 million from the Cartersville Police Department for slander, defamation of character, attempted kidnapping, false imprisonment and violation of his First Amendment rights. The alleged incident occurred earlier this year when the department served Brown with a trespass warning.

Brown said that he wants his daughter returned to him after she was taken from him for being in ‘bad shape, not a bad parent’.

Brown submitted the proceedings with poverty affidavits, which declare him unable to pay filing fees.
He said that he will be representing himself in the suits.
