Christopher Paul Phillips, 32 of Rome, was arrested this week after police said he took and cashed a $200 check and then refused to do work in which the funds were given to him for.
Reports said that after Phillips told the victim he would not be fixing her door he then refused to give her the money back.
Phillips is charged with theft by deception.
