Joseph Daniel Pierce, 41 of Rome, was arrested after he allegedly made numerous calls to 911 for assistance, but when police and EMS arrived he refused assistance.
The incident occurred at a home on Lee Avenue.
Pierce is charged with obstructing or hindering a person making a 911 call.
