Leonardo Vicente-Vicente, 33 of Rome, was arrested on Monday after police said he picked up a piece of a wheel and went after a woman during an altercation.
Police added that Vicente then threw a wheel and tire into the windshield of a taxi with the woman and two children inside.
Reports went on to say that one of the children grabbed Vicente in order to keep him from hurting the woman.
Vicente is charged with simple assault, two counts of cruelty to children and disorderly conduct.
