Daniel Pankaj Carpenter, 28 of Silver Creek, was arrested on Broad Street this past weekend after he was spotted urinating in a parking lot in open view.
Reports said that when an officer went to question him he attempted to run away. After being captured Carpenter then refused to identify himself.
Carpenter is charged with public drunkenness and obstruction of law enforcement.
